Mrs Victoria Lugey will be moderating the session on :  “Promoting Peace Truth and Reconciliation in Africa in a Digital Age” 


Mrs Victoria Lugey (née Fleku) is the 2nd Vice President of the Union Catholique Africain de la Presse (UCAP).  She joined the Union Catholique Internationale de la Presse (UCIP) in 1987 and has participated in UCIP activities in various countries in Africa, Europe, North America and Asia.  


She served as secretary of UCAP from 1995 to 1998.  She was elected again to serve as Secretary from 2010 to 2014. At a UCAP congress held in Bamako, Mali, in 2014. Mrs Lugey was elected 2nd Vice President, a position she holds to this day.


She is the CEO of PadVina Communications Ltd., a media planning and buying agencythat also undertakes PR as well as social and market research. She is also the Editor-in- Chief at Business Ghana Ltd, an internet service provider. 


She also worked with Lowe Lintas and Ogilvy and Mather, both advertising agenciesadvertising agencies as well as QBR Research and Communications Ltd, specialists in social and market research and L’Ainé Consultancy, a management consultancy firm.


Mrs Lugey also worked for more than a decade with the radio, TV and international departments of the Ghana Broadcasting Corporation. 


She holds a Masters degree in Communication Studies and a BA (HONS) in Sociology and French. Ends
